Employment as an AFFILIATE is on an at-will basis. You are free to resign at any time, for any reason, with or without notice. Similarly, Capital and PNE is free to conclude your employment at any time for any lawful reason, with or without cause, and with or without notice.
Nothing on this website will limit the right of either party to terminate an at-will employment. No section on this website is meant to be construed, nor should be construed, as establishing anything other than an employment-at-will relationship.
Although Affiliates are employed by an independent RC&D Council, all work conditions and benefits are standard.

Full-Time AFFILIATES – normal work schedule is a forty (40) hour week.
Part-Time AFFILIATES – normal work schedule is from twenty (20) to thirty-nine (39)
hours per week.
AFFILIATES may not change their work days or hours without prior approval from their supervisor.
Telework is authorized only if approved by the NRCS supervisor, and will follow the NRCS ad-hoc telework policy for field staff. Telework is only available after 6 months of employment.
Both RC&Ds have and enforce both Non-Harassment and Sexual Harassment policies. Both are available upon request from the individual RC&D.

DownloadAll full-time (40 hours per week) AFFILIATES, except for Interns, will be paid an annual $3,000 stipend; on a prorated basis each pay period. This stipend payment is considered to be taxable compensation and will be included in your annual wages.
Any full-time AFFILIATE, who takes unpaid time off during a pay period, will not receive this stipend for the pay period containing the unpaid time. PTO counts as time worked.
As an AFFILIATE, you will have PTO available to be used for vacations, sick days, emergencies, etc. You accrue PTO based on your hours worked per pay period. You are encouraged to keep in mind that PTO covers sick days, and you should not come to work if you are ill.
Accrual of PTO will begin with your first paycheck as follows:
Full-time (40-hour week) 5.6 hours per paycheck
Full-time Plus* (40-hour week) 7.1 hours per paycheck
Part-time-1 (32-39 hours per week) 4.2 hours per paycheck
Part-time-2 (24 - 31 hours per week) 2.8 hours per paycheck
Part-time-3 (20-23 hours per week) 2.0 hours per paycheck
*Plus: Full-time (40 hours per week) AFFILIATES, after five years of service, will receive an additional 1.5 hours of PTO per paycheck for a total of 7.1 hours per paycheck.
AFFILIATES observe the following Federal holidays, and you will be paid for your normal hours if one falls on one of your normal work days. If a holidays falls on a Saturday, it will be observed on the prior Friday. If falls on a Sunday, it will be observed the following Monday.
Federal holidays include: New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
AFFILIATES will be reviewed by their Supervisor every six months. With good reviews, AFFILIATES will receive a bump in hourly rate at the end of eighteen (18) months.
